On 19 February 2026, Seville City Council approved new scooter rules that require a helmet and set a minimum age of 15. From 1 October 2026 those two rules also apply nationally under Royal Decree 518/2026, so in Seville the city bylaw and national law point in the same direction. And, as throughout Spain, scooters have had to be registered with the DGT since 30 January 2026.

Metro, Tussam and trains in Seville
According to the press, since January 2024 you cannot take your scooter into the Seville metro or onto Tussam buses. For longer journeys there is the train: since 7 September 2026, Renfe has accepted scooters on Cercanías (commuter), Media Distancia and Larga Distancia trains if they are folded and switched off, certified, registered, insured and with the label visible.
What changes in October if you already followed the bylaw
If you were already wearing a helmet in Seville and were 15 or older, Royal Decree 518/2026 mainly affects you in other ways: riding with your light on (in daylight it will only be compulsory from 1 October 2027), carrying something light-emitting or reflective that can be seen from 150 metres at night or in poor light, and signalling turns with your arm. You cannot ride on the pavement, nor on motorways, dual carriageways, travesías (main roads through a town), interurban roads or urban tunnels, unless there is a cycleway, bike lane or cycle path.
