In Barcelona, three layers of rules apply at once. Registration with the DGT has been compulsory throughout Spain since 30 January 2026 (Royal Decree 52/2026). The City Council's traffic bylaw already required helmets from 1 February 2025. And from 1 October 2026, Royal Decree 518/2026 also applies, with new national rules for anyone riding a scooter.

Metro, bus and train in Barcelona
If you combine your scooter with public transport, check the operator. Since 1 February 2023 you cannot take your scooter on ATM public transport (the Autoritat del Transport Metropolità, Barcelona's metropolitan transport authority), and the fine is €200. According to El Nacional, on 22 September 2026 the ATM was studying how to allow scooters again, so check the rules before you travel. By train, Rodalies de Catalunya does not accept scooters, while Renfe has accepted them on Media Distancia and Larga Distancia trains since 7 September 2026 if the scooter meets four conditions (certified, registered with the DGT, with the label visible and insured) and travels folded and switched off.
What Royal Decree 518/2026 adds from October
As well as helmets and the minimum age, national law requires the lights to be on at all times (in daylight, from 1 October 2027) and, after dark or in poor visibility, a light or reflective item that can be seen from 150 metres. You can never ride on the pavement, and in pedestrian areas only if the City Council allows it. All the changes from 1 October.
