Third-party liability insurance is compulsory to ride a scooter in Spain (Law 5/2025). It covers at least €6,450,000 for personal injury and €1,300,000 for property damage, only in Spain, and it is taken out for a scooter that is already registered and carries its label. According to a comparison by the Spanish consumer organisation OCU, policies cost €35 to €93 a year.

Is scooter insurance compulsory?

Yes. It is required by Law 5/2025 (first additional provision). It has been in force since 2 January 2026 and enforceable since 30 January 2026, when the register started operating. To be ridden, the scooter must be registered with the DGT (Spain's traffic authority), carry the identification label and have third-party liability insurance.

Watch out if your scooter weighs more than 25 kg: if it also goes faster than 14 km/h, it counts as a motor vehicle for insurance purposes, and it had to be insured before 26 January 2026 (Law 5/2025).

What does the compulsory insurance cover, and what doesn't it?

It is third-party liability insurance: it covers the damage you cause with the scooter to other people or their property. The minimum cover is:

  • €6,450,000 for personal injury.
  • €1,300,000 for property damage.

Three limits worth knowing:

  • It only covers you in Spain. If you take the scooter abroad, this insurance doesn't cover you there.
  • It doesn't cover your own losses. Your own injuries, theft of the scooter or breakdowns are outside third-party liability; if you want them covered, they are optional extras.
  • The insurer can claim against you. If there is an accident, it pays the victim, but in some cases it can later claim back what it paid from you; for example, if the scooter had been tampered with (Law 5/2025, first additional provision).

How much does scooter insurance cost?

According to the OCU comparison (18/09/2026), scooter policies cost €35 to €93 a year. The price depends on the insurer and on any optional cover you add.

NT Cars doesn't sell insurance. You can request a no-obligation quote from our insurance partner, with policies from €69 a year; when we finish the registration we also send you the link. All on one page: scooter insurance, what it covers and how to get the quote. If you want to see the total cost for the first year (fee, label and insurance), it's in how much it costs to register a scooter.

When and how do you take it out?

  1. Register the scooter with the DGT. Without registration and a label, the scooter cannot be insured. The registration certificate gives you your number, in the format M 0000 AAA. You can do it yourself or have us do it for €35 all inclusive.
  2. Order the identification label. You can order the identification plate (placa identificativa: the identification label the DGT requires, which many people call the scooter's number plate or sticker) from us for €15 + €4.95 shipping or from another authorised number-plate processor.
  3. Take out the policy with your registration number and keep the proof on your phone. If you registered with us, we send you our partner's link when we finish.

What happens if you don't have insurance?

The DGT fines not having insurance in place at €202 to €610 and riding without it at €250 to €800, and the scooter may be immobilised or taken to the pound. All the fines in e-scooter fines.

If you also cause an accident, you are liable for the damage. When there is no insurance, the Consorcio de Compensación de Seguros (Spain's public insurance compensation body) only covers the victim's personal injuries, not property damage.

And there is one more practical reason: since 7 September 2026, Renfe (Spain's national rail operator) only lets you take a scooter on commuter (Cercanías), regional (Media Distancia) and long-distance (Larga Distancia) trains if it is certified, registered, with the label visible and insured, and always folded and switched off. Scooters are not allowed on Rodalies (Catalonia's commuter trains) or Cercanías Euskadi.
