From what age can a child ride a scooter?
From 15, everywhere in Spain. This is set by Royal Decree 518/2026, which applies from 1 October 2026. Since that same date, helmets are compulsory for everyone, whatever their age: without one, the fine is €200.
Some cities used to require an older age. For example, Barcelona’s by-law set it at 16. If you live in a city like that, check its by-law before letting a child under 16 ride.
One important detail: you can have the scooter registered before they turn 15, but they won’t be able to ride it on the street until then.
Whose name is it registered in?
There are two options and both are valid:
| In the child’s name | In an adult’s name | |
|---|---|---|
| Who appears at the DGT | Your son or daughter | You (father, mother or guardian) |
| Who does the paperwork | Their father, mother or guardian, on their behalf | You |
| What we need | The child’s DNI or NIE and your details | Your DNI, or your NIE with your address in Spain |
In both cases, you also send us a photo of the scooter’s plate with the serial number. The person doing the paperwork identifies themselves with their driving licence, Cl@ve or digital certificate. If they have none of them, we create a 48-hour digital certificate for €10 more. Everything is in the documents page.
What about insurance?
Insurance has been compulsory to ride any scooter since 2 January 2026 (Law 5/2025), and the scooter must be registered before you can take it out.
When the rider is a child, tell the insurer: age matters. With our insurance partner, the policyholder must be over 18 and the rider over 16. If your child is 15, ask your insurer whether they are covered.
Who pays the fines?
If the rider is under 18, their parents are liable for the fine together with them (Traffic Law, article 82). That’s why it’s worth going over the rules with them before they go out: always a helmet, no phone or headphones and never carrying a passenger. More in does the owner or the rider pay the fine?
