Valladolid brought in a bylaw of its own for bicycles and scooters on 10 October 2025, the Bylaw regulating the use of cycles and personal mobility vehicles: it requires a helmet for everyone, sets the minimum age at 16 and allows riding on the carriageway of streets with a limit of up to 50 km/h. National law adds to this: DGT registration has been compulsory since 30 January 2026 (Royal Decree 52/2026) and, from 1 October 2026, the rules of Royal Decree 518/2026 apply.

Where can you ride a scooter in Valladolid?
In two places: cycleways and the carriageway. On cycle lanes, pavement cycle lanes and cycle tracks you ride under the same rules as bicycles; on pavement cycle lanes, at up to 10 km/h and 1.5 metres from pedestrians. On the carriageway you can ride on urban streets limited to 50 km/h or less. You can never go over 25 km/h, the maximum speed for a scooter in Valladolid.
On the carriageway you cannot ride side by side with another scooter in the same lane. Cars must stay at least 5 metres behind you and leave 1.5 metres when overtaking you, and at traffic lights you can pass stopped cars if there is room. What the bylaw bans is riding on:
- Pavements and other pedestrian areas.
- Bus lanes.
- Urban tunnels and travesías.
- Landscaped areas and the interior of parks and gardens, unless a sign allows it.
- Interurban roads, except cycleways and shared cycle-pedestrian paths.
Where can you park a scooter in Valladolid?
In the spaces provided for it and under the same rules as bicycles: bike racks are for bikes and scooters. The bylaw does not allow bikes to be locked to traffic lights, benches, lampposts, posts or bus shelters, trees or building fronts, or left where they block pedestrians. The Police can take a scooter to the pound if it is a hazard, gets in the way, damages street furniture or has been left in the same spot for more than a month.
Does Valladolid have a municipal scooter register?
No. Article 22 of the bylaw points to the national register set out in Law 5/2025, which is the DGT's, the same one we handle. And the bylaw enforces it: if the scooter is not on that register, the Local Police can immobilise it. Non-certified scooters, sold before 22 January 2024, can also be registered and may be ridden until 22 January 2027 (what to do with a non-certified scooter).
Can you take your scooter on the AUVASA bus or the train?
On the city bus, yes. Valladolid's 2023 bylaw on urban public transport recognises the right to travel with your scooter if it does not cause a nuisance or a hazard and, if it can be folded, folded and protected. For the train, registration is essential: Renfe only accepts scooters registered with the DGT and with the label visible.

What does Royal Decree 518/2026 add from 1 October?
Not much changes in Valladolid, because the bylaw already required helmets for everyone, banned pavements and called for reflective items at night. National law adds having the lights on at all times (in daylight, from 1 October 2027) and, after dark or in poor visibility, a light or reflective item that can be seen from 150 metres. Turns must also be signalled with your arm, as the bylaw already required. All the changes from 1 October.
On age, the bylaw says 16 and national law says 15. If someone aged 15 is going to ride the scooter, check with the City Council which age applies.
How do we register your scooter from Valladolid?
Everything is done remotely: you fill in the registration form, upload your documents and the scooter's (which documents you need) and we file the registration with the DGT. You pay €35 with the DGT fee (€8.67) included and receive the registration certificate in PDF in under 24 hours once your documents are complete, with no appointment at a traffic office. It works the same whether you live in Valladolid or anywhere else in the province.
You need legal residence in Spain and your DNI or NIE, and the DGT requires you to identify yourself with one of these three methods: Cl@ve PIN, a digital certificate or a Spanish driving licence. If you have a Spanish driving licence, you don't need Cl@ve or a digital certificate: we identify you with your licence and handle the whole procedure for you. The licence is only used to identify you; you don't need one to ride a scooter (more about registering without Cl@ve).
Registration does not include the identification plate (the identification label the DGT requires, which many people call a number plate or sticker). You can order it separately for €15 + €4.95 shipping or choose the registration + plate pack for €45 + €4.95, and we send it to your home in 3 to 7 working days; we make it ourselves as an authorised plate manufacturer.
