What is fee 4.1 and how much is it?
Fee 4.1 is what the DGT charges to register an electric scooter (a VMP, or personal mobility vehicle) in its Vehicle Register. In 2026 it costs €8.67 and you pay it only once, when you register the scooter. The DGT's online office asks for it whether you apply online or in person.
Traffic fees are set by Law 16/1979 on the fees of the Jefatura Central de Tráfico. According to the DGT's fee catalogue, the amounts are the same throughout Spain and are updated at the start of each year in line with the State Budget. If you bought the fee one year and use it the next at a different price, you can update it by paying only the difference.
Which fees get confused with the scooter fee?
Mainly fee 1.2, at €27.85, which is the one for mopeds. A scooter isn't a moped and pays fee 4.1. If you're ever asked for €27.85 as the fee for a scooter, check what you're buying before you pay.

Who pays the fee, and when?
Whoever applies for the registration pays it, and that's normally the owner: the person the scooter is registered to. Law 16/1979 makes traffic fees payable by whoever requests the service or is affected by it (art. 4), and the obligation arises when the service is requested (art. 7).
If the scooter is registered to a minor, the online application is made by their legal guardian. And if someone else submits it on your behalf, such as a gestoría (a licensed agency that deals with Spanish authorities for you), the fee is the same: fee 4.1, €8.67. Ask whether the price you're quoted includes it. At NT Cars it's included in the €35 (VAT included), so you don't have to buy it separately.

How do you pay the fee online?
Online, the DGT collects fees through the payment gateway of the Agencia Tributaria (Spanish Tax Agency). There are three ways to do it:
- Within the registration. In the third step of the application you pay the fee by card or with your bank account number, or choose a fee you've already paid.
- Beforehand, in the fee purchase section of the online office. You need a digital certificate, Cl@ve PIN or Cl@ve permanente. You get a receipt, and its last page shows the 12-digit fee number that the registration will then ask you for.
- In the miDGT app, under «Mis trámites» and «Tasas», by card, Bizum or direct debit.
If you pay from a bank account, the account must belong to the same person who identifies themselves with the digital certificate or Cl@ve. A fee bought online can be used for the online application and at any traffic office in Spain.
What if I don't have Cl@ve or a digital certificate?
You can pay in person, when you register the scooter at a Jefatura or Oficina de Tráfico (traffic office), by credit or debit card. Cash isn't accepted. You need an appointment, which you can book online or by calling 060.
If you don't have a card, the traffic office will give you form 791 to pay the fee at a participating bank. You can also generate that form on the DGT's online office without a digital certificate and pay it at the bank before you go.

What if the payment fails or you pay twice?
Don't pay again. If the registration wasn't completed because of an error, the fee you paid still works: when you redo it, choose «Ya tengo una tasa que quiero usar» (I already have a fee I want to use). If you paid twice, paid too much or bought a fee you won't use, you can ask the DGT for a refund online or at a traffic office; the money goes back to the account of whoever paid, and it can take up to around 6 months.

How much does registering a scooter cost in total?
If you do it yourself, €8.67: the fee is the only thing you pay for the registration. With NT Cars, €35 including the DGT fee (€8.67) and VAT, and the certificate arrives normally in under 24 working hours once your documents are complete.
