Yes. Registration in the DGT Vehicle Register has been compulsory since 30 January 2026 (Royal Decree 52/2026). To be ridden on the road, a scooter must be registered with the DGT, carry the identification label and have third-party liability insurance (Law 5/2025). Without registration and the label it can't be ridden or insured. We do it for €35, with your Spanish driving licence and no Cl@ve.

A VMP (vehículo de movilidad personal, or personal mobility vehicle) is a single-seat electric vehicle with a maximum design speed of between 6 and 25 km/h, a power output of up to 1,000 W (2,500 W if it is self-balancing) and a weight of under 50 kg. The electric scooter is the most common VMP and, since 30 January 2026, it must be registered in the DGT Vehicle Register. A scooter that exceeds those limits is not a VMP and cannot be registered as a moped either, so it cannot be ridden on public roads.

If you do it yourself on the DGT's online office, you only pay the €8.67 fee, but you need Cl@ve, an electronic DNI or a digital certificate. You can check it with public data. matricularpatinete.com is the online service of 2026 NT CARS, SL (tax ID B24862104), with an office at Calle Rosselló, 216, 6th floor, in Barcelona. Royal Decree 52/2026 does not itself set a fine for not registering a scooter. But without registration and the label, the scooter cannot be ridden legally or insured, and the DGT fines €250 to €800 for riding without insurance (€202 to €610 for not having a policy in place). The scooter can also be immobilised.

No, if you have a Spanish driving licence. For us to process it you need your DNI or NIE, to be registered (empadronado) in Spain and to identify yourself with one of these three methods: Cl@ve PIN, a digital certificate or a Spanish driving licence. If you have a Spanish driving licence, you don't need Cl@ve or a digital certificate: we identify you with your licence and handle the whole procedure for you. The licence is only used to identify you; you don't need one to ride a scooter.

Yes, if you have a NIE and are registered (empadronado) in Spain. The scooter is registered in your name with your NIE (foreigner identity number); a passport alone is not enough. To identify yourself, a Spanish driving licence is valid; if your licence was issued in another country, use Cl@ve PIN or a digital certificate instead. Yes. Non-certified scooters sold before 22 January 2024 are registered with their make, model and serial number as a “non-certified vehicle”, and they can be ridden until 22 January 2027; after that they can no longer be ridden. Certification is normally requested by the manufacturer for the model, but owners can also ask an authorised laboratory for an extraordinary certification of their scooter.

Yes. To be ridden, a scooter needs third-party liability insurance (Law 5/2025), with minimum cover of €6,450,000 for personal injury and €1,300,000 for property damage. It has been in force since 2 January 2026 and required since the register started operating (30/01/2026). Your DNI or NIE, a way of identifying yourself (Spanish driving licence, Cl@ve PIN or digital certificate) and the scooter's details: if it is certified, the certificate number and the serial number; if not, a photo of the technical data sheet or of the plate showing the serial number. Certified scooters carry a black manufacturer's plate with the certificate number: a letter and four digits, such as B1134. You can also look up your model in the DGT's list of certified VMPs.

It is the sticker showing the registration number the DGT assigns to the scooter (format M 0000 AAA): it works as the scooter's number plate and carrying it is compulsory. On certified scooters it goes on the rear label holder; on non-certified ones, in a visible place.
