In Girona, electric scooters have had their own city rules since 24 November 2020, when the amendment to the traffic bylaw that brought them in came into force; the current consolidated text has applied since 21 October 2021. On top of that come compulsory DGT registration since 30 January 2026 (Royal Decree 52/2026) and, from 1 October 2026, the new national rules in Royal Decree 518/2026. In short: in Girona a scooter goes in the bike lane or on zone 20 and zone 30 streets, and never on the pavement.

Zone 20, zone 30 and bike lanes: three common mix-ups
The City Council itself clears up three common mix-ups on its website. First, a street with a 30 km/h limit is not a zone 30: a zone 30 carries the S-30 sign and gives pedestrians priority, and only on those streets (and on zone 20 streets) can you ride on the roadway. Second, a bicycle symbol painted on the tarmac does not turn a street into a bike lane: in Girona, bike lanes carry the R-407a sign. Third, in a bike lane you must ride in the direction of traffic and give way to pedestrians crossing it. To check where you can ride, see the City Council's interactive map (in Catalan).
And in the Barri Vell?
The Barri Vell, the old town between the river Onyar and the city walls, is a pedestrian-priority zone with a 20 km/h speed limit. The rules for zone 20 streets apply to scooters there: 6 km/h at most, 1.5 m from building fronts, in the marked direction of traffic and only where the surface is suitable. When it is crowded, get off and push: pedestrians always have priority. And you can only leave it parked in places authorised for scooters.
What fines does Girona's Policia Municipal issue?
The traffic bylaw has its own table of fines for scooters. These are the main ones:

The City Council also points out that a device that goes faster than 25 km/h is not a VMP and cannot be ridden: the fine is €500, the same as for tampering with a scooter's speed or power. The Policia Municipal runs checks: over two weeks in March 2026 it stopped 337 vehicles at 62 checkpoints and issued 89 fines, 33 of them for riding where it is not allowed (mostly on the pavement), 22 for two people on one scooter and 14 for having no insurance.
And for not registering it? Royal Decree 52/2026 does not itself set a fine for not registering a scooter. But without registration and the label, the scooter cannot be ridden legally or insured, and the DGT fines €250 to €800 for riding without insurance (€202 to €610 for not having a policy in place). The scooter can also be immobilised. All the fines, with sources.
Can you take your scooter on the bus or the train in Girona?
It depends on the operator. This was the situation at the end of September 2026:

If you combine scooter and train, remember that Renfe only accepts certified scooters: non-certified ones cannot board, even if they are registered. And you cannot ride it inside the station: the scooter travels as luggage.
What does Royal Decree 518/2026 add from October?
From 1 October 2026, as well as helmets and a minimum age of 15, national law requires lights to be on at all times (in daylight, from 1 October 2027) and, after dark or in poor visibility, a light or reflective item that can be seen from 150 metres; anyone riding a scooter for work must always wear a high-visibility vest. Turns must be signalled with your arm. You can never ride on the pavement, and in pedestrian areas only if the City Council allows it. Nor can you use motorways, dual carriageways, travesías, interurban roads or urban tunnels, unless they are cycleways, bike lanes, cycle tracks, shared cycle paths or roads closed to cars and motorbikes. All the changes from 1 October.
To be ridden on the road, a scooter must be registered with the DGT, carry the identification label and have third-party liability insurance (Law 5/2025). And if it is a non-certified model (sold before 22 January 2024), it can only be ridden until 22 January 2027, as Girona City Council also points out on its website. You need legal residence in Spain and your DNI or NIE, and the DGT requires you to identify yourself with one of these three methods: Cl@ve PIN, a digital certificate or a Spanish driving licence. If you have a Spanish driving licence, you don't need Cl@ve or a digital certificate: we identify you with your licence and handle the whole procedure for you. The licence is only used to identify you; you don't need one to ride a scooter.
