Scooter with circulation certificate — Standard process. These are scooters that comply with the VMP Characteristics Manual. Since 22 January 2024, only this type of scooter may be sold commercially.

⚠️ Non-certified scooter — Transitional regime. If your scooter has no certificate, the DGT provides a transitional regime: they may continue circulating until 22 January 2027, but must also be registered and have compulsory insurance.

The official DGT document certifies your ownership and assigns a unique identifier to the vehicle.

With the certificate you can purchase the label to place in your scooter's identification holder.

Once your scooter is registered, you can take out the compulsory civil liability insurance required to ride.
