Summary: After registering your scooter with the DGT, you must obtain the identification label (an adhesive plate with your registration number in the format M 0000 AAA). It can be obtained at authorised number plate centres, ITV stations and some workshops. Price: 20–30 €.

What is the electric scooter identification label?

The identification label is an adhesive aluminium plate bearing the registration number assigned to your electric scooter by the DGT after completing its registration as a Personal Mobility Vehicle (VMP). This label serves the same function as a car or motorcycle number plate: it uniquely identifies the vehicle and links the owner to the registered scooter.

Unlike conventional vehicle number plates, the VMP identification label has a compact size adapted to the dimensions of an electric scooter. It is made of aluminium with a weatherproof adhesive, designed to withstand normal conditions of use: rain, vibrations, sun exposure and mechanical wear. Its format is small but perfectly legible at a glance.

The regulations governing this requirement come from Royal Decree 52/2026, which establishes the National Register of Personal Mobility Vehicles, and Law 5/2025, which defines the identification and insurance obligations for VMP. Both laws form the legal framework in force since 30 January 2026.

What format does the VMP identification label have?

The electric scooter registration number follows a specific format that is different from other vehicles:

  • Format: M 0000 AAA
  • M — Fixed letter identifying all VMP (Personal Mobility) vehicles.
  • 0000 — Four digits assigned sequentially.
  • AAA — Three combined letters, excluding vowels and certain consonants that could cause confusion (similar to the car number plate system).

This format allows authorities to immediately distinguish a VMP from other types of vehicle. When a traffic officer sees a plate starting with M, they instantly know it is an electric scooter or other personal mobility vehicle registered with the DGT.

The physical label reproduces this number on a white background with black characters, analogous to European number plates. It also includes the European Union badge and the country code E (Spain).

How to get the identification label

The process for obtaining the identification label is straightforward, but you must have previously completed the scooter registration with the DGT. Here are the steps:

  1. Register your scooter with the DGT. This is the essential first step. Without the registration certificate you cannot request the label. The certificate contains the assigned registration number (format M 0000 AAA). You can complete the registration yourself on the DGT website or through a registered agency like NT Cars.
  2. Obtain the registration certificate in PDF. The DGT issues a PDF document with all the vehicle and owner details, including the registration number. Download or print it.
  3. Go to an authorised centre. Present the registration certificate (printed PDF or on your phone) together with your DNI/NIE at one of the authorised label issuing points.
  4. Collect the label. The centre will manufacture the label on the spot or within a very short period (usually the same day or 24–48 hours). Some centres deliver it instantly.
  5. Attach it to the scooter. Stick the label in a visible area of the scooter following the plate manufacturer's instructions.
Important: Without prior DGT registration there is no registration number, and without a registration number the label cannot be manufactured. The order is always: DGT registration → identification label → compulsory insurance.

Where to get the scooter identification label

The identification label can be obtained at several types of authorised establishment. Not all centres are available in every area, so it is worth checking options near you:

1. Authorised number plate manufacturing centres

These are the usual establishments where car and motorcycle number plates are made. These centres are already equipped to produce VMP labels in the official format. They are the most direct and fastest option, as they have years of experience working with the DGT number plate system and know the technical requirements perfectly.

To find a nearby plate centre, search for “number plate manufacturing” or “vehicle plates” in your area. They are typically located near Provincial Traffic Headquarters or in areas with a high concentration of workshops and dealerships.

2. ITV stations

Some vehicle inspection (ITV) stations also offer the VMP identification label issuing service. Not all ITV stations do so, so it is advisable to call ahead to confirm availability. ITV stations have the advantage of being official centres with guaranteed regulatory compliance.

3. Authorised workshops

Some workshops, especially those specialising in motorcycles or micromobility, have added the VMP label issuing service. These workshops act as intermediaries or have agreements with plate manufacturers to offer the label as part of a comprehensive service. This is a convenient option if you already have a trusted workshop.

4. Specialist electric scooter shops

Some scooter and personal mobility vehicle shops have started offering the label processing service as an add-on to sales. If you bought your scooter from a physical specialist store, ask whether they offer this additional service. They can facilitate the process given their experience with the procedure.

How much does the identification label cost?

The price of the electric scooter identification label ranges from 20 to 30 €, depending on the centre where you request it and your geographical location. This cost covers the manufacture of the adhesive aluminium plate with the official registration number.

It is important to distinguish between the different costs in the complete scooter regularisation process:

  • DGT registration (Fee 4.1): official DGT fee, included if you use an agency. (See full cost breakdown)
  • Identification label: 20–30 € at an authorised centre (not included in the DGT fee).
  • Compulsory liability insurance: approximately 35–80 €/year. (More about insurance)

Some centres may charge a supplement for home delivery or urgent manufacturing. The standard price usually includes the label ready for collection at the establishment within 24–48 hours or on the spot.

The label cost is separate from the DGT registration fee. They are two different payments to different entities: the fee goes to the DGT and the label payment goes to the manufacturing centre.

Is it compulsory to display the label on the scooter?

Yes, it is compulsory. Once the scooter registration is completed in the DGT’s National VMP Register, the owner is required to place the identification label in a visible location on the vehicle. The regulations state that the VMP must be immediately identifiable by the authorities.

Riding with a registered scooter but without the label displayed can result in a fine of 100 to 500 €, depending on the enforcement authority’s interpretation. Although the registration exists in the DGT database, the absence of the physical label prevents quick visual identification of the vehicle, which constitutes an administrative offence.

Beyond the legal obligation, the label is useful in practice: in the event of theft, an accident or a police check, it allows officers to instantly verify that the scooter is registered, insured and linked to its legitimate owner. Without the label, the verification process is slower and can cause unnecessary complications.

For full details on all penalties related to unregistered scooters, see our guide on fines for riding an unregistered scooter.

Where to place the label on the scooter

The label must be placed in a visible and accessible location on the scooter, so it can be read without needing to handle the vehicle. The most common and recommended positions are:

  • Steering column (vertical bar): The most common location. The front or side of the steering tube offers good visibility and is relatively protected from impacts.
  • Rear mudguard: If the scooter has a mudguard, the rear or side of it is a practical option. It is visible to other road users and to officers approaching from behind.
  • Underside of the frame or chassis: Some scooter models have flat surfaces on the underside of the frame that allow the label to be placed securely.
  • Side of the platform: On scooters with wide platforms, the side can be a good complementary location.

The key is that the label is legible at a glance, firmly adhered and does not come off with normal use. Avoid areas with heavy exposure to scuffing, mud or standing water that could deteriorate the plate prematurely.

Documentation required to request the label

To obtain the identification label at an authorised centre, you need to present the following documentation:

  • DGT registration certificate: The PDF document issued by the DGT after completing the VMP registration process. It contains the assigned registration number, the owner’s details and the vehicle data. You can present it digitally (on your phone or tablet screen) or printed on paper.
  • Owner’s DNI or NIE: Valid identity document of the scooter owner, which must match the details on the registration certificate.

Some centres may also request a copy of the scooter purchase invoice, although this is not a universal requirement. The essential and universal document is the DGT registration certificate.

If you have not yet registered your scooter, the first step is to complete that process. You can do it yourself on the DGT’s electronic portal (you need Cl@ve) or delegate to NT Cars for 29.95 € all included.

The full process: from registration to riding legally

The identification label is one piece of the complete scooter regularisation process. To understand its place, here is the full sequence every VMP owner must follow:

  1. DGT registration: First mandatory step. You obtain the certificate with registration number. (Complete registration guide)
  2. Obtaining the identification label: Second step. With the certificate in hand, you go to an authorised centre and request the adhesive plate.
  3. Taking out compulsory liability insurance: Third step. With the registration number, you take out the liability policy. (Compulsory insurance guide)
  4. Attaching the label: Stick the label on the scooter in a visible location.
  5. Riding legally: With the registration, the label in place and insurance in force, your scooter meets all legal requirements for riding on public roads.

The order of these steps cannot be changed. You cannot get the label without registration, nor insurance without the registration number generated by registration.

What if I lose or damage the label?

If the identification label is lost, damaged or becomes illegible, you must request a duplicate at any authorised number plate manufacturing centre. The process is the same as for obtaining the original label:

  • Present the DGT registration certificate (which you can re-download from the electronic portal or from the miDGT app).
  • Show your DNI/NIE.
  • Pay the manufacturing cost of the new label (same price: 20–30 €).

You do not need to re-register the scooter with the DGT. Your registration number is permanent and remains valid. You only need a new physical label reproducing it.

To avoid premature deterioration, make sure to place the label in a protected area of the scooter and clean the surface before sticking it. Some owners apply a layer of clear varnish or a plastic protector over the label to extend its lifespan.

What if my scooter is not certified?

Non-certified scooters — those purchased before 22 January 2024 that do not have the official DGT approval certificate — must also be registered and therefore also need the identification label.

The label obtaining process is exactly the same: after registration (which for non-certified scooters is transitional until 22 January 2027), the DGT assigns a registration number in the same M 0000 AAA format. With that number, you request the label at an authorised centre.

The only difference is that the transitional registration has an expiry date. When January 2027 arrives, non-certified scooters must obtain approval or stop riding. (More: certified vs non-certified scooter)

Practical tips for the identification label

  • Always keep a digital copy of the registration certificate on your phone. If an officer asks for documentation, you can prove the registration immediately even if the label is worn or hard to read.
  • Take a photo of the label once it is in place. In the event of scooter theft, you will have the registration number accessible for the police report.
  • Periodically check the condition of the label. Sun exposure, rain and vibrations can deteriorate it over time. If the characters become illegible, request a duplicate.
  • Do not modify or cover the label. Any alteration of the visible registration number constitutes a serious offence.
  • If you buy a second-hand scooter that already has a label, remember that you must process the change of ownership with the DGT. The label stays, but the registration must be updated to your name.

Frequently asked questions about the VMP identification label

Where can I get the electric scooter identification label?

The label can be obtained at authorised number plate manufacturing centres, ITV stations that offer this service and some authorised workshops. There are also specialist scooter shops that process the label. You must present the DGT registration certificate and your DNI/NIE.

How much does the scooter identification label cost?

The price ranges from 20 to 30 € approximately, depending on the centre and location. This amount is separate from the DGT registration fee. Some centres may charge a small supplement for urgency or home delivery.

Can I ride with just the PDF certificate without the physical label?

Not indefinitely. After registration, you have a reasonable period to obtain the physical label. However, the regulations require the VMP to display the label visibly. Carrying the PDF certificate on your phone is a useful complement, but does not replace the physical label requirement. Get the label as soon as possible after registration.

Where should I place the label on the electric scooter?

In a visible and accessible location: the steering column (vertical bar), the rear mudguard or the side of the chassis are the most common positions. It must be readable without needing to handle the vehicle or bend down excessively.

Do I need the label to take out compulsory insurance?

You do not need the physical label, but you do need the registration number from the registration certificate. With that number you can take out compulsory liability insurance even before having the label on the scooter. What you cannot do is ride without the label displayed.

What happens if someone steals the label from my scooter?

If the label or the entire scooter is stolen, file a report with the police providing the registration number (which appears on your registration certificate). To get a new label, go to an authorised centre with the DGT certificate and your DNI. The registration number does not change; you only need to manufacture a new physical label.

Is the label valid throughout Spain?

Yes. The DGT registration and the assigned registration number are valid throughout the entire national territory. The identification label is valid in any autonomous community and municipality in Spain, regardless of where the registration was processed or where the label was manufactured.
