Total cost breakdown: first year vs subsequent years

The cost of registering a scooter is not just the DGT fee. To ride legally in the first year you need three compulsory payments:

  • DGT registration (Tax 4.1): 8.67 € — one-off payment, not repeated.
  • Approved identification label: 20–40 € — one-off. Obtained at an authorised plate production centre once you have the PDF certificate.
  • Civil liability (CL) insurance: 35–80 €/year for scooters under 25 kg. Renewed each year.

Total first year: approximately 63–128 € (excluding management). From the second year onwards, the only recurring cost is insurance: 35–80 €/year.

If you use an agency, add the service cost. NT Cars offers the full registration for 29.95 € fee included — meaning you do not pay the 8.67 € separately. Other agencies may charge between 35 and 100 € without including the fee.

Why is the DGT fee 8.67 € and not 27.30 €?

This is one of the most common sources of confusion. The 27.30 € corresponds to Tax 4.2, which applies to the registration of mopeds and motorbikes. Electric VMP scooters use Tax 4.1, which in 2026 amounts to 8.67 €.

This error appears on many websites that update their moped data but do not distinguish between vehicle categories. If you see a service charging more than 30 € purely as "DGT fee for scooter", be wary: the official amount is unambiguous.

Detailed cost of the identification label

The label is the physical plate you must affix to your scooter with the registration number assigned by the DGT. You cannot make it yourself or use a non-approved label. You must go to an authorised plate production centre — the same ones that produce car and motorbike number plates — presenting the PDF registration certificate.

The price varies depending on the centre and city:

  • Standard adhesive label (vinyl): approximately 20–30 €.
  • Approved aluminium label: approximately 30–40 €.

You can find these centres by searching "plate production centre" in your municipality. Many car workshops and traffic agencies also offer this service.

How much does electric scooter insurance cost?

Civil liability insurance is compulsory under Law 5/2025 and its price depends on several factors: the scooter's weight, geographical area, additional covers contracted and the insurer.

  • Scooters under 25 kg (most of the market): 35–80 €/year.
  • Scooters over 25 kg: 80–200 €/year.

Some insurers — such as AXA, Mapfre, Mutua Madrileña or Allianz — already offer specific policies for VMPs. You can also find cover via online insurance comparison sites. The minimum legal coverage required is 6,450,000 € for personal injury and 1,300,000 € for material damage per incident.

Comparison of options for registering your scooter

There are three ways to do the DGT registration, with different costs and requirements:

  • DGT electronic office (yourself): 8.67 €. Requires active Cl@ve (Permanente, PIN or FNMT digital certificate). The process takes 10–20 minutes if it works correctly, but the DGT office is known for being complex and generating errors.
  • NT Cars (registered agency no. 4213): 29.95 € all inclusive (DGT fee included, no Cl@ve, certificate in 24–48h). The most convenient option if you do not have digital credentials or prefer to delegate the process.
  • Other agencies: 35–100 €, generally without including the DGT fee (which you would pay separately). Always check what is included in the price before contracting.
  • In person at Traffic Headquarters: 8.67 € in fees. Requires a prior appointment, travel and physical documentation. Appointment wait times can be weeks.

The maths of a fine vs complying

Sometimes the best way to understand why you should register is to do the sums:

  • Minimum fine for riding without registration: 200 €
  • Minimum fine for riding without insurance: 250 €
  • Combined minimum fine: 450 €
  • Cost of getting compliant (NT Cars + label + insurance): ~115–150 €

A single combined fine costs between 3 and 5 times more than complying with the regulations during the whole first year. And if an accident causes damage to third parties without insurance, the difference can run to hundreds of thousands of euros.

Frequently asked questions about costs

How long before the registration cost pays for itself?

The fee and label are one-off payments. Insurance is annual. From the second year, the only cost is insurance (35–80 €/year). Compared with the cost of a fine or an accident without cover, the payback is immediate.

Can I recover the cost if I sell the scooter?

A registered scooter is easier to sell and is worth more on the second-hand market. DGT registration certifies the vehicle's identity and gives the buyer security. The registration certificate is transferred with the vehicle (although the buyer must process the change of ownership).

Does the insurance cover theft?

The compulsory civil liability insurance only covers damage caused to third parties. It does not cover theft, own damage to the scooter or roadside assistance. For those additional covers, voluntary scooter insurance policies exist at slightly higher premiums.

What if I stop using the scooter? Can I cancel the insurance?

Yes. If you stop riding you can cancel the policy. However, if the scooter remains registered in your name, you are legally responsible for ensuring it has cover. If you want to deregister the scooter definitively, it is best to process the permanent deregistration with the DGT.
