Yes. Since January 2026, all VMPs (personal mobility vehicles) circulating on public roads must be registered in the DGT National Vehicle Registry. Registration is a mandatory prerequisite for taking out the compulsory liability insurance.

Certified scooters have a black marking plate with the certificate number. You can check whether your model appears on the official DGT list of approved VMPs.
It is a sticker with the registration number that acts as the scooter's number plate. It is obtained at authorised plate centres by presenting the registration certificate. It costs between €20 and €30.

Royal Decree 52/2026 makes it compulsory to register all electric scooters in the DGT National Vehicle Registry. A mandatory prerequisite for taking out the compulsory insurance.
Riding an unregistered VMP results in fines of €200 to €1,000. The fine for riding without insurance can reach €800. In the event of an accident, the owner is personally liable for all compensation.
Since 22 January 2024, only certified scooters can be sold commercially. Older VMPs can be registered under a transitional regime, valid until 22 January 2027.
