Valencia boasts one of Spain's most extensive cycling and VMP networks, with over 200 km of cycle lanes throughout the city. Electric scooters may use these lanes but must follow the Municipal Mobility Ordinance, which prohibits riding on pavements and pedestrian areas and sets a maximum speed of 25 km/h.

Since January 2026, all VMPs circulating on public roads in Valencia must be registered in the DGT National Vehicle Registry. The Policía Local de Valencia carries out regular checks, particularly in areas such as Ruzafa, El Carmen and the Turia river park. Riding without registration and compulsory insurance can result in cumulative fines exceeding €1,800.
