Registering an electric scooter in Madrid

Madrid has one of Spain's most extensive electric scooter networks. The city's Sustainable Mobility Ordinance (Ordenanza de Movilidad Sostenible) regulates VMP circulation: scooters may use cycle lanes and designated VMP routes. Riding on pavements is strictly prohibited.

Since January 2026, all VMPs circulating on public roads must be registered in the DGT National Vehicle Registry. This registration is also a mandatory prerequisite for taking out the compulsory civil liability insurance. Without it, cumulative fines can reach €1,800.

The Policía Municipal de Madrid carries out regular VMP checks throughout the city, particularly in areas such as Sol, Retiro, Salamanca and Chamberí. Our service is 100% online: there is no need to visit any office in Madrid or elsewhere.
