Barcelona has one of the highest densities of electric scooters in Spain. The Municipal Traffic Ordinance of the Ajuntament de Barcelona strictly regulates where and how VMPs may circulate. Electric scooters may only use cycle lanes, cycling routes and streets with a 30 km/h speed limit. Riding on pavements and pedestrian zones is prohibited.
Since January 2026, in addition to complying with municipal regulations, it is compulsory to register the scooter in the DGT National Vehicle Registry. Without this registration you cannot take out the compulsory civil liability insurance, and riding without both documents can result in cumulative fines of up to €1,800.
The Guardia Urbana de Barcelona has stepped up VMP checks in areas such as Eixample, Ciutat Vella, Gràcia and Diagonal. If your scooter is not registered, you risk a financial penalty and immobilisation of the vehicle.
