What are "non-certified" scooters?

A "certified" electric scooter is one that holds a DGT type certificate, identified by a black plate with a code in letter + 4-digit format (e.g. e1*0042). Only models that have passed the official type-approval process may bear this marking.

A "non-certified" scooter is any VMP that does not have that approval. This includes models imported from countries without regulatory equivalence, older versions of well-known brands sold before the DGT certification process existed, and any generic scooter without type documentation.

Since 22 January 2024, only DGT-certified scooters may be sold in Spain. However, all scooters sold before that date — and those individually imported — may benefit from the transitional regime.

What does RD 52/2026 say about the transitional regime?

Royal Decree 52/2026 establishes that owners of non-certified VMPs may register their vehicle in the DGT's National Vehicle Register and continue riding on public roads, subject to the following conditions:

  • Registration must be completed before 22 January 2027.
  • A scooter registered under the transitional regime may ride until that same date.
  • Registration is subject to payment of Tax 4.1 (€8.67) and meets the same documentation requirements as standard registration.
  • A scooter registered under the transitional regime must also have compulsory RC insurance (Law 5/2025).

Who can use it?

The following owners may register under the transitional regime:

  • Scooters without a DGT certification plate purchased before 22/01/2024.
  • Scooters imported from other countries (Amazon UK, AliExpress, etc.) without Spanish approval.
  • Scooters with no visible serial number, or with an erased or illegible number.
  • Second-hand scooters whose documentary history is unknown or incomplete.

In all these cases, NT Cars can handle the registration under the transitional regime with the same €35 fee and the same 24–48-hour turnaround.

Documentation required for transitional registration

The process is the same as for certified scooters, with one variation:

  • DNI or NIE of the owner.
  • Photo of the plate with the scooter's serial number (if it exists) or of the technical data sheet.
  • If there is no visible serial number, NT Cars handles the procedure as a vehicle without a physical identifier.

No type certificate or DGT approval is required for transitional registration.

What happens after 22 January 2027?

This is the question we are asked most often. The honest answer is that the current regulations (RD 52/2026) do not explicitly specify what regime will apply to transitionally registered scooters once the deadline expires.

What is clear:

  • From 22/01/2027, no new non-certified scooters can be registered. The DGT will only accept registration of VMPs with a type certificate.
  • Those already registered under the transitional regime will be in a legal situation pending clarification by the Administration.
  • It is reasonable to expect that the DGT or the Ministry of Interior will publish specific instructions before that date.

NT Cars recommends registering as soon as possible under the transitional regime if you have a non-certified scooter. Riding without registration today means fines of €200–1,000. Transitional registration provides legal coverage until 2027 and allows you to take out compulsory insurance.

Is it worth registering a non-certified scooter if it only lasts until 2027?

From a practical standpoint, yes. Here are the reasons:

  • Legal riding: Without registration, any journey can be penalised.
  • Insurance: Without registration you cannot take out compulsory RC insurance. Without insurance, the minimum fine is €250.
  • Total cost: €35 registration + ~€50/year insurance. Much less than a combined fine (minimum €450).
  • Time: You have until 22/01/2027 to use it legally. That is 1 to 2 years of covered use.
