What is the DGT scooter fee?
When registering a VMP (personal mobility vehicle) in the DGT's National Vehicle Register, an administrative fee is paid. This corresponds to form 790, code 4.1 of the Tax Agency, and its amount in 2026 is €8.67.
This figure is the same for all electric scooters, regardless of brand (Xiaomi, Cecotec, Segway or any other), and regardless of whether they are DGT-certified or registered under the transitional regime for non-certified scooters.
Tax 4.1 vs Tax 4.2: the difference that causes confusion
The distinction is straightforward:
- Tax 4.1 — VMP (electric scooters): €8.67. Used for the first registration of personal mobility vehicles in the DGT Register.
- Tax 4.2 — Mopeds and motorbikes: €27.30. Used for the conventional registration of two- or three-wheeled motor vehicles.
Electric scooters are not mopeds under Spanish regulations. They are VMPs, a distinct category defined by Royal Decree 52/2026 and prior legislation. Therefore Tax 4.1 applies, not Tax 4.2.
The confusion arises because many agencies and information websites copied moped fee amounts without updating the vehicle category. If you find a service charging more than €15 solely as a "DGT fee for scooter", the amount is inflated or mislabelled.
When is the fee paid?
The fee is paid when submitting the registration application to the DGT, either directly or through an agency:
- If you process it yourself at the DGT electronic office (sede.dgt.gob.es): the system redirects you to card payment during the process. You need Cl@ve Permanente, Cl@ve PIN, FNMT digital certificate or electronic DNI.
- If NT Cars processes it: the fee is included in the €35 price. We pay it on your behalf as part of the procedure. You will not receive any additional charge.
Is it paid every year?
No. Tax 4.1 is a one-off payment. It is paid once, at the time of initial registration. From that point, the scooter remains registered permanently (or until 2027 if non-certified) and no renewal fee needs to be paid to the DGT.
VMPs do not pay ITV (roadworthiness test), vehicle circulation tax (IVTM) or any other periodic DGT fee. The only mandatory annual cost is the civil liability insurance, contracted with a private insurer.
Does the fee include the registration certificate?
Yes. Once the fee is paid and the correct documentation submitted, the DGT immediately issues the official VMP registration certificate in PDF format. This certificate includes the assigned registration number (format M 0000 AAA) and certifies that the vehicle is legally registered.
With this certificate you can take out compulsory insurance and apply for the identification label.
